Concealability ratings for armor are generally not for noticing the item itself, but for noticing that it has an Armor Rating.
Legality codes consist of two parts; the number is the TN for the Police or Security Procedures test for an officer who notices the equipment (which may first require a Perception Test against its Concealability) to realize that it is illegal. On a single success, the officer may harrass or warn the offender, but will not make the effort to arrest them. On two or more successes, the officer may attempt to arrest or detain the offender, which may include calling in backup to assist. The TN may be modified by up to ±3 in high- or low-enforcement areas.
A 'P' in the legality code indicates that permits to legally carry the equipment are available.
The letter (other than 'P') indicates the nature of the violation, and so the potential penalties for being caught with it. Generally, the only legality code that can apply to armor is L.

- stacks
- This armor item does not follow the ordinary armor-stacking rules; it simply adds its Armor Ratings to the final results.
- combines
- This armor item is part of a set, and for stacking purposes its Armor Ratings are added to those of other items noted as being part of that set, and the combined total of the set is treated as a single piece of armor under the stacking rules.
- combination
- This is a full set of all compatible pieces of one of the combining armored clothing lines, with the total armor ratings, cost, and weight provided. Usually there is more than one combination, using different incompatible pieces, listed for each line. Other combinations, that don't necessarily use all available pieces, are possible, but not listed.
- camouflage
- This armor item is patterned with camouflage for a specific terrain, chosen at time of purchase, and in that terrain grants a +4 TN penalty on attempts to spot the wearer with visual Perception tests. Camo inappropriate to the environment instead grants a -2 TN bonus to spot the wearer.
- ordinary clothing
- This clothing may be armored, but it is perceived as ordinary clothing, and even if any Armor Rating is noticed, will not impose Social Skills penalties for being armored — though some of these, like the Victory hard hat or helmet, may still have effects when worn in inappropriate situations. Wearing your Rapid Transit Line helmet when posing as a bike messenger is one thing; wearing it during dinner at a restaurant will get you some weird looks.
- fine clothing
- This clothing may be armored, but it is perceived as fine, high-quality clothing, and even if any Armor Rating is noticed, will not impose Social Skills penalties for being armored.
- très chic
- This clothing may be armored, but it is cutting-edge fashion, and even if any Armor Rating is noticed, it will not impose Social Skills penalties for being armored.
Layering Armor
Most armors can be layered, but their Armor Ratings do not simply stack, unless they are noted to (as for helmets and shields). When layering armor, treat the Ballistic and Impact Ratings separately. For each type of Armor Rating, the full Rating of the best armor and half (round down) the Rating of the second-best armor apply. Further layers do not contribute. Stacking armor is added to this final total.
For example, if you were to wear a Securetech armor jacket (5/3) over a Rapid Transit heavy jumpsuit (2/4) over form-fitting full body armor (4/1), your Ballistic Armor Rating would be the full rating of the Securetech jacket (5), plus half the rating of the FFFBA (4÷2 = 2), for a total of 7 Ballistic Armor. The Rapid Transit jumpsuit has no effect on your Ballistic Armor, because it's the third-best at it. Impact Armor, on the other hand, would be the full rating of the Rapid Transit jumpsuit (4) plus half the rating of the Securetech jacket (3÷2 = 1.5, rounded down to 1), for a total of 5 Impact Armor. The FFFBA has no effect on your Impact Armor, because it's the third-best at it.
If you were then to put on the Rapid Transit helmet (+0/+2), which is stacking armor, it would simply add its Ratings to the total, so you'd have 7 Ballistic/7 Impact.
Combining Outfits
Some armored clothing (marked with C above) comes in sets specifically designed to be combined. For layering purposes, these sets are treated as a single piece of armor with Armor Ratings equal to the total of all pieces worn from the combining set. They do not combine with items from other sets. Note that the combining sets usually include multiple options for filling the same "slot"; these are noted as being incompatible, and cannot be worn together.
For example, if you were wearing Zoë Futura Line, you could wear blazer and skirt, blazer and slacks, sweater and skirt, or sweater and slacks, and in any of these combinations get stylish 3/2 armor that's treated as one item for purposes of layering with other armor. You cannot wear the Zoë blazer and sweater together for 4/2 armor. If you were to wear Zoë sweater and slacks with a Vashon Island Actioneer Line long coat, they would not combine to give you 5/4 armor, but would layer as two items: the Zoë outfit, providing 3/2 armor, and the Actioneer long coat, providing a separate 2/2 armor, for an actual 4/3 Armor Rating (3 + 2÷2 = 4; 2 + 2÷2 = 3), assuming no other armor.
Excessive Armor
If the total Ballistic Armor Rating or Impact Armor Rating of all worn armor (the full total sum, not the effective Armor Rating as per the layering rules) exceeds your Quickness, you lose 1 die of Combat Pool for every 2 (round down) by which each Rating exceeds Quickness.
If you are layering armor, you additionally take a +1 TN penalty to all Quickness tests and Quickness-linked skill tests for each point by which each of Ballistic Armor Rating or Impact Armor Rating exceed Quickness, and Quickness is reduced by the same amount for purposes of figuring movement rate (to a minimum of 0).
Form-fitting body armor, as noted in its entries, is not included in figuring these penalties. It is still subject to normal layering rules.
For example, if you were wearing the above combination of Securetech jacket (5/3), Rapid Transit heavy jumpsuit (2/4), and form-fitting full body armor (4/1), and your Quickness were 5, you would lose 2 dice of Combat Pool. The total Ballistic Rating of the Securetech jacket (5) plus the Rapid Transit jumpsuit (2) is 7, which is 2 higher than your Quickness, so that would cost 1 Combat Pool. The same goes for Impact Rating, as the Securetech jacket (3) plus Rapid Transit jumpsuit (4) is also 7. The FFFBA is specifically excluded from these calculations.
Because you're layering armor, you would also take a +4 TN penalty (because both Ballistic and Impact totals exceed Quickness by 2) to all Quickness tests and Quickness-linked skill tests, and your Quickness would be reduced to 1 (5-4) for purposes of figuring movement speed. Again, the FFFBA is specifically excluded from these calculations.
If you were then to put on the Rapid Transit helmet, it would increase the amount by which total Impact Rating exceeds Quickness by 2 more, which would cost another die of Combat Pool, increase the TN penalty on Quickness-linked tests to +6, and reduce effective Quickness for calculating movement rates to 0, so you can no longer walk.
